Reducing Losses and Cost, Optimized Waste Minimization for Oil, Solvent and Ash Through Elimination, Prevention and Waste Control Hierarchy

This training is designed to guide participants on understanding scheduled waste management compliance and practical minimization strategies.

Description

Malaysia companies generate thousands of tonnes of scheduled waste annually. Improper management of scheduled wastes increases disposal cost, causes environmental liability and potential non-compliance risk. Optimization through pollution and waste minimization hierarchy (elimination → prevention → reduction → reuse → recycle → recover) reduces costs while ensuring compliance.

Companies often treat waste as unavoidable and tend to accept wastes that were generated. The Competent Person is then tasked to perform 4R (Reduce, Reuse, Recycle and Recover) in order to cut down the wastes. If enough efforts have been put in to minimize waste through elimination and prevention, about 20% of wastes can be avoided. Currently, among the top 10 wastes that are generated in Malaysia, SW 305 (Spent Oil), SW 322 (Spent Solvent), and SW 104 (Ash/dross/slag/dust) are among them. Currently, waste is mostly disposed through incineration and landfill, and limited emphasis on recovery and recycling. This has resulted in higher scheduled waste disposal fees, increased raw material losses, greater regulatory exposure and the country will not be able to meet the target of having 50% waste recycling rate by 2040.

Currently, there is limited knowledge among competent persons, workers and management about true cost of waste (hidden costs: raw material loss, handling, storage, reporting). Also, Waste Generators (WG) are generally over-reliance on Waste Receiver (WR) for disposal, instead of doing on-site waste reduction. There is generally lack of systematic waste minimization plan aligned with government objective of achieving 50% waste recycling rate by 2040. Without a proper strategies and plan, most WG will miss the opportunities to recover, recycle, or reuse materials internally.

Course Objectives

At the end of the program, participants will be able to:

  • Understand scheduled waste categories, compliance obligations, and associated costs under Malaysian law.
  • Apply the pollution and waste control hierarchy to systematically reduce wastes.
  • Identify and implement practical waste minimization measures for some of the highest volume wastes produced in Malaysia.
  • Develop a waste minimization plan aligned with government objectives and to achieve cost reduction and compliance.
  • Promote a proactive waste minimization culture that prevents environmental pollution and reduces reliance on disposal.
